Introduction
The Oceania Polytechnic and Technological University is fully accredited by EDU, a UNESCO-aligned intergovernmental body established by Palau's Ministry of Education under the UNESCO/MOE Framework Agreement, which is recognized by the Council for Higher Education Accreditation (CHEA). In addition, OPTU is listed in the directory of Times Higher Education (THE), included in the Round University Ranking (RUR), and top-ranked in the HE Higher Education Ranking, all of which are part of the IREG Observatory's inventory of international rankings. The University is also top-ranked in the AD Scientific Index.

The APEL path offers a flexible, alternative route to earning a degree for students who possess significant prior professional experience or have gained valuable knowledge outside of traditional academic settings. This system allows students to gain formal recognition for their experiential learning, including work experience, volunteer activities, and other non-formal education.
Under APEL, students can submit a portfolio or evidence demonstrating their competencies and skills acquired through practical experience. This portfolio is evaluated by a panel, which determines if the student's prior learning meets the requirements of the degree program. If the learning is deemed sufficient, students can receive academic credits or exemptions from certain courses, reducing the time and cost needed to complete their degree.
The APEL system ensures that students with substantial real-world experience or previous non-traditional learning can progress in their education without needing to repeat knowledge they have already mastered. This pathway supports the idea of lifelong learning, empowering students to build on their prior experiences as they pursue their academic and professional goals.
APEL Program Overview and Guidelines
The APEL path is designed for professionals with significant real-world experience. Please adhere to the following administrative guidelines:
- Application Integrity - Ensure all pertinent documents are submitted with the initial application. Any lacking submissions may delay the process.
- Evaluation Timeline - The processing and formal evaluation of your documents will take approximately 4–8 weeks.
- Program Duration - The maximum duration to complete the requirements is up to 36 months.
- Fees - Students are required to pay a processing fee. Note that there is no tuition fee for this experiential path (cf. Program Fees).
- Submission Purpose - The Experiential Learning Portfolio is submitted "In Partial Fulfillment of the Requirements" for your selected degree program.
The APEL Journey (Step-by-Step Process)
- Application - Submit the formal Application Form along with all required supporting documents.
- Acceptance - Once the initial application is processed, an Acceptance Letter will be issued.
- Registration - Upon payment of the processing fee (cf. Program Fees), you will receive your official Admission Letter.
- Portfolio Development - Prepare your Experiential Learning Portfolio following the university's structured format.
- Submission & Evaluation - Submit the portfolio for review by the APEL evaluation panel.
Portfolio Structure
Your portfolio must be organized into the following sections to ensure a comprehensive assessment (cf. Experiential Learning Portfolio Template):
Preliminaries
- Certification - A signed statement certifying that all contents and evidence are true, correct, and your own work.
- Acknowledgement - Recognition of mentors or institutions that supported your portfolio preparation.
- Table of Contents - A clear map of your submission.
Core Content
- Part I: Introduction - A 1–2 page overview of your academic/professional background and why you are pursuing this degree via APEL.
- Part II: Personal and Professional Profile - Detailed biography, educational history, employment history (positions and duties), and professional development activities.
- Part III: Learning Statement / Reflective Essay - A 3–5 page discussion on key experiences, competencies gained, and how they relate to degree outcomes.
- Part IV: Learning Evidence and Documentation - Tangible proof including your CV, certificates, project reports, and performance evaluations.
- Part V: Competency Mapping Matrix - A table aligning your specific experiences with the learning outcomes of the program.
- Part VI: Conclusion - A summary of your readiness for the degree.
Assessment and Evaluation Process
The assessment process is conducted by a formal APEL evaluation panel to determine the academic weight and credit equivalency of your prior experiences.
- Summary of Claimed Credits (Part VII) - In this section, the APEL evaluation panel reviews your "Basis of Claim" against the evidence you have provided. They will identify specific courses or subjects that qualify for academic credit based on your prior learning.
- Verification and Assessment (Part VIII) - This involves a formal verification of the authenticity of your documents. Evaluators will provide their signatures, dates, and essential remarks or recommendations regarding your professional competencies.
- Final Approval of Credits - The panel determines the final number of Approved Credits or Exemptions granted to you, ensuring that your real-world experience aligns accurately with the requirements of your selected program.
- Panel Reservation - Please be reminded that Part VII and Part VIII of your Portfolio must be left blank upon submission. These sections are strictly reserved for the APEL evaluation panel to complete during the 4–8 week review period.
